Zurich changes social assistance for Permit F holders

400Foreign nationals temporarily admitted in Switzerland, F permit holders, will no longer receive social assistance in the Canton of Zurich in the next future, but will only have the aid in favour of asylum seekers. The Cantonal Parliament today adopted a revision of te law, fought by the Left parties. The City of Zurich assesses the possibility of a referendum.

With this decision, the Zurich parliament re-establishes the situation in force until 2011. In this way the people whose asylum application has been rejected but who are temporarily admitted to Switzerland because they can not come back home, due to the dangerous situation in their country or other reasons, will not be officially considered as recognized refugees.

In the canton of Zurich, currently, theere are about 5300 permit F holders. When, the revision of the law will enter into force, they will receive only 360 francs a month, compared with about 900 francs, for social assistance, to refugees whose asylum request was accepted.

With this change, the Canton will save about 30 million francs a year, and the municipalities will not receive nearly as much money to finance integration measures. To offset the deficit decided by the legislative cantonal, the city of Zurich will have to disburse around 3 million additional francs, Winterthur about one million.
